1. Monitor and ensure (并列谓语) adherence (宾语) to promotion and expense budgets (介词短语作宾语).
to是介词，promotion and expense budgets是其宾语。这句的意思是：
监督并确保对促销和费用预算的遵守。
monitor是监督，adherence是遵守，这两个意思你都没翻译出来。

2. Forecast and work (并列谓语) within individual sales departmental budgets (介词短语作方式状语) whilst (连词) delivering sales plan objectives (分词短语作状语).
这句有语病，语法是混乱的。Forecast是及物动词，而work是不及物动词，两者是不应该如此并列的。作者估计是以为可以把forecast和work within(介词动词短语)并列，这样individual sales departmental budgets就可以同时作二者的宾语。但是whilst delivering sales plan objectives只能作work的状语，所以还是不通。正确的句子应该是：
